It refers to 'The restricted movement of people'
I believe it can be used to withold payment of rent,in circumstances of the restricted movement of people,i.e. Forest fires,floods,earthquakes,war,strikes and any major events.

5 January 2008I hope not.
But 3 years ago our village in the south of france was evacuated to the beach due to forest fires.These fires have happened many times in this area.
In Paris,i would have thought you would be more exposed to strikes and public disorder.
