I own an unfinished apartment in the Residence Virginia in Grasse, which was scheduled for completion in December of 2008.

In December, I received a signed form from the electrician saying it was complete and a signed and stamped letter from the architect saying it was complete. Living in the U.S., I closed via proxy.

I just got a letter in the mail from Rhode Toursime informing me that the development is not complete. There are electrical problems, no heat or air, unfinished or missing features in the shared space, etc. They further informed me that the workers were not getting paid by the developer, so they stopped working. They state that it is not rentable.

I do not speak or read French, translating all the documents through babelfish.yahoo.com (I did pay to have the contracts translated)

Has anyone had similar experiences?

I also own a unit in the same leaseback development Residence Virginia in Grasse, and I have received the lettres from both the management company and the developer.


Fortunately being French Canadian I can read and write in French. I spoke to both the ResidHotel and Constructa Development. The two parties are accussing each other of not respecting their contractual obligations. Although today I was told by a rep at ResidHotel that things have progressed in the past two weeks.


I was told that delays are fairly common in these type of developments. That being said I believe that we must keep pressuring both parties to get the development completed and the lease started. I have mailed a letter to the management company and I will follow-up by phone/e-mail the developer. I suggest you do the same.
