I've just uploaded 2 documents from the "Convocation D'assemblée générale" which we have all received. Does anyone intend going to the meeting? I would like 2 questions raised?

1. Why is our electricity bill so high? I have uploaded 1 page (electricity) which shows what we actually paid in 2013 - more than 16000 EUR!!

How is this possible when we all pay for our electricity direct?

2. The crack - proposed cost of approx 10,000 EUR. Is this only to cover monitoring? The document indicates:

"Surveillance des fissures avec mise en place d'instrumentation"

Which I think means

"Monitoring cracks with devices"

Should this cost be covered by the building insurance?

My assumption on the electricity bill is that it may well be reasonable as I assume that the under floor heating and all the hot water for the building is on a shared electricity supply, and electricity is typically quite expencive for heating buildings and water (hence the reason in the UK most of us use gas for this).

Few things ....

1.  Regarding cracks and buildings insurance covering the cost - I asked this question of Lys at Nexity in March last year and she said:

L’assurance multirisque immeuble ne prend pas en charge les frais puisqu’il s’agit d’un désordre ayant son origine à la construction de l’immeuble et non dû à un phénomène extérieur.

Ce sinistre n’est pas couvert par votre multirisque.

ie the buildings insurance doesn't cover the cost because it is due to a construction fault and not an external phenomenon (act of nature?).

Begs the question - why are those responsible for the construction not paying the bills - assume that is what the legal process is for.  I would like to be much clearer about this whole situation myself.

I do have a copy of the AXA policy (in French) if anyone would like a copy let me know.

2.  Joe Guerin and I think that the buildings policy that we have at the moment does not include a sufficiently high amount of cover for public liabilty ie if someone has an accident on the stairs for eg or in any of the public areas of the building.  For our own apartment I have public liability cover of up to €5 m but that only covers accidents inside our individual apartment and not once you step outside the door.  

L’immeuble est assure pour les parties communes pour 1 867 140€ pour les dommages matériels et pour 186 714€ pour les dommages immatériels mais pas pour les parties privatives.

At the AGM should we request that they as for additional public liability cover on our Buildings insurance that we all contribute to?  It probably won't cost that much more for each of us.

3.  Should we request that next AG is held in Paris instead of La Tania?  Easier access for many of us.

4.  Seamus have you been able to compare electricity budget with previous years and can you confirm it includes an amount for hot water?  Underfloor heating and hotwater are charged to the building and divided between owners.  Individual electric bills just cover heaters, lights, sauna and things like ovens/dishwashers etc in our own apartments.  

 

I was going to compare "Residhotel" electricity but not sure if I have previuos details. I'll check tonight. Meanwhile does anyone else have a previuos year's AGM?

Caroline - could you load the insurance document in the documents area (or at least the relevant part of it)?

 I have found the 2008 summary. We paid 19,150 EUR in total for electricity. I now pay approx 500 EUR per year direct for a 37 sqm apartment. If everyone is paying direct then we are paying well over 20K for electricity so how are we still being charged 16K. I have 3 theories:

1. Only a small number are paying direct and we are all sharing what remains.

2. I note a number of co-owners are in debt and in particular the owners who have setup "SARLs" i.e. french companies to own property and I am guessing because they have a SARL then they possibly own several units. It is possible that those who have large arrears have stopped paying anything and the syndic continues to charge the large electricity bill simply to pay unpaid bills.

3. The syndic has made a mistake and is charging this in error.

It would really help if one of the French owners would address this.

I think I can to some extent explain our high "proposed" electricity cost for 2014. It is based mainly on the 2013 bill, but (after various exchanges with Mme Lys) I have learned that when Nexity took over one of the bills was the outstanding electricity bill which was 4900 (inc VAT). This was from when Residhotel paid the total bill. I have the 2009 electricity usage document - Jan's usage accounted for 32% of the total year's bill and I would guess that is because 100% of apartments were let and it was probably particularly cold! This year's shared Jan cost would have excluded our direct payments, but I'm guessing that the proposed budget does not take account of that. So I'm guessing that at the end of this year we will see that we have paid too much for the electricity and next years proposed bill should be less accordingly.
